A Message to the People of Nunavut

To the People of Iqaluit-Niaqunnguu and the Territory of Nunavut, after deep reflection and many heartfelt conversations with my family, I have decided not to seek re-election as the Member of the Legislative Assembly for Iqaluit-Niaqunnguu at the conclusion of our term this fall.

Serving the people of this territory has been the honour of a lifetime. Together, we’ve faced immense challenges—governing one of the most unique and expansive regions in the world, navigating a global pandemic, and responding to rapid social, political, and economic change including threats to our sovereignty. It has demanded resilience, humility, and constant adaptation. I’ve been humbled every day by the trust Nunavummiut have placed in me, and I’m deeply proud of what we’ve achieved together.

Among the accomplishments that stand out are the historic devolution agreement, returning control of lands and natural resources to Nunavut; the national early childhood education agreement, which supports families and invests in our children’s future; the 10-year, $1.5 billion renewal of the Nunavut Agreement implementation contract—an affirmation of our shared commitment to Inuit self-determination; and the launch of Nunavut 3000, our bold plan to build 3,000 new homes across the territory. For the first time in our history, housing construction is now underway in every single community in Nunavut—an unprecedented step toward addressing the housing crisis and building healthier, more vibrant communities.

Through a historic dialogue between all Members of the Legislative Assembly, leadership of Nunavut Tunngavik Incorporated (NTI), and Nunavut’s three Regional Inuit Organizations, the Katujjiluta Mandate was developed. During that process, one of the participants taped a note on the wall that read: “manifesting the courageous dream.” To my colleagues in the Legislative Assembly and Cabinet, thank you for embracing that dream and working together for a stronger Nunavut. This collaborative spirit set the foundation for how we would govern in the years ahead.

From the outset of our Katujjiluta Mandate, I made it a priority to work in close partnership with NTI. I’m proud of the strong and respectful relationship we’ve built—one grounded in trust, shared purpose, and a deep commitment to advancing Inuit priorities. Together, we’ve collaborated on critical files that reflect the aspirations of Nunavummiut.

These achievements were only possible because of the strength, resilience, and spirit of our communities—and the tireless efforts of public servants, staff, Elders, youth, and fellow leaders who share a vision for a stronger Nunavut. That same vision continues to guide us as we look to the future.

Looking ahead, and in close partnership with NTI, we are advancing nation-building infrastructure projects that both reinforce Canadian sovereignty and respond to urgent community needs. These projects form the backbone of a stronger, more resilient Arctic—rooted in Inuit values and built in true partnership with Canada.

Most recently, the Government of Nunavut and NTI co-hosted the Arctic Sovereignty and Security Summit—a meaningful opportunity for leaders, Elders, youth, and governments to share knowledge and chart a path forward. Together, we are working toward a made-in-Nunavut Arctic Sovereignty and Security Strategy—one that unifies our voice within Nunavut, across Canada, and throughout the circumpolar world.

Nunavut’s progress has also been made possible through strong collaboration with our federal partners. I have had the privilege of working alongside many ministers and two Prime Ministers who brought passion and purpose to their engagement with our territory. Thank you for your commitment to Nunavut’s self-determination and wellbeing.

I am deeply grateful to my fellow Premiers—and especially to my fellow Northern Premiers—whose leadership has been supportive, inspiring, and grounded in shared purpose. In times of challenge and change, we came together with a common voice to advocate for our regions, support one another, and strengthen our country.

Our communities are the heart of our territory. In recent years, they have faced trying times: the global pandemic, local tragedies—including community buildings lost to fire—and ongoing water crises. To the municipal leaders and frontline workers who showed resilience and leadership during those moments, your efforts were the backbone of our response. Thank you.

I am not stepping away for another role. I am stepping away because this is the right moment to spend more time with my young family—time that public life often demands we set aside. I remain deeply committed to public service and to the future of this territory, and I look forward to continuing that service in new and meaningful ways, wherever that path may lead.

To Nunavut’s youth—I see a bright future. A future where our communities are safe, sustainable, and full of opportunity. A future where you can learn, thrive, contribute, and lead—guided by the same values our ancestors carried. I leave this role with confidence in the strength of your leadership and in the path we’ve charted together.

To my family and friends—your quiet guidance, patience, and unwavering support have sustained me. Thank you for walking beside me through every season of this journey.

To the people of Iqaluit-Niaqunnguu and all of Nunavut—Qujannamiik. Merci. Quana. Thank you for the extraordinary honour of serving as your Premier over the past four years. I carry immense pride and gratitude for that opportunity.

With deep respect and humility,

P.J.
